Educated from Rostov Institute of Railway Engineers (RIIZhT). He began his career in the construction industry as a track fitter in the Construction and Assembly Train. He continued as a PTO engineer. He was transferred to the position of first secretary of the city committee of the Komsomol of Nevinnomyssk, one of the main industrial centers of the Stavropol Territory. He was awarded the USSR state award - the medal "For Labor Valor". He carried out the development of exploration areas for oil and gas as the manager of the Surgutgeolstroy trust. As the general director of the representative office of the Tyumen Regional Executive Committee in the North Caucasus, he simultaneously carried out the functions of an advisor to the Minister of Economy of the Russian Federation on strategic planning, development of regional investment programs and attracting foreign investment, while simultaneously being a representative of the Tyumen Region administration in France. He devoted quite a long period of his activity to the sugar industry. In 2011, P.M. Panteleev becomes the laureate of the Person of the Year award for the implementation of interstate target programs in the field of railway transport. P.M. Panteleev devoted the last decade to the implementation of the project for the construction of the first sugar plant in the Rostov region.

Many years of experience in senior management of large agricultural enterprises, an agroholding and an agro-union. Candidate of Technical Sciences, Associate Professor. Member of the Board of the Ministry of Agriculture of Rostov Region, 2009-2018. He was elected as a deputy of the regional Council of People's Deputies, 1990-1995; deputy of the Assembly of Deputies of the Tselinsky District of the Rostov Region, 2004-2008. He was awarded numerous medals, including: "For Services to the Fatherland, II degree (2013), "For Services to the Rostov Region" "Honored Worker of Culture of the Russian Federation", 2021; "Honored Worker of the Agro-Industrial Complex of Russia", 2010.

Graduated from the Azov-Black Sea Institute of Agricultural Mechanization. Since 1975, he has worked in various economic and party positions in Rostov region. Since 1987, he worked as an engineer, director of the Kirov stud farm in the Tselinsky district of Rostov region. Since 2000, he has been the First Deputy Head of the Tselinsky district of Rostov region, the Head of the Tselinsky district. Since 2009 – Deputy Head of the Administration (Governor) of Rostov region – Minister of Agriculture and Food. From 2012 to the present – General Director of CJSC Kirov Stud Farm. The company is engaged in horse breeding, owns a breeding farm and a dairy complex, grows cereals, peas and sugar beets. Thanks to V.A. Cherkezov , the gene pool of Traken horses was preserved, the traditions of Russian equestrian sports were revived, the stud farm gained world fame. Honored Worker of Agriculture of the RSFSR, Honorary Citizen of the Tselinsky District. In 2003, by Decree of the President of the Russian Federation, he was awarded the Order of Honor for his labor achievements and many years of conscientious work. In 2023, he was awarded the Order of Alexander Nevsky.

She has been involved in the project since the beginning of its implementation and is currently a key figure in the project office for the organization of international cooperation and General Director of ISC JSC, maintains strong partnerships with partners from China and Mena Market. Experience in human resources management, including in the agricultural sector (since 2002). In senior positions since 2010. Fluent in financial and business English (Academic level).

Work experience in the largest construction and development holdings of the Russian Federation in senior positions: AFK SISTEMA, RENOVA-Stroy Group, Sistema - GALS /Holding (development).

Education – higher technical education, Saratov, 1985. He started working at the Burundai Sugar Factory as a chief engineer. He worked for the English company ED&FMAN Sugar for about 15 years as General Director of the Liskin Sugar Factory in the Voronezh region and Executive Director of Ukrainian Sugar in Ukraine. Participated in the construction and commissioning of a sugar factory in Israel (Kiryat Gat plant). Since 2008, he has worked as the production director of the Razgulyai Sugar Company (Moscow), managed ten sugar factories of the holding in the Krasnodar Territory, Central Chernozem region, Tatarstan. In 2011, together with the German company BMA AG, he created and managed the company BMA Russland as CEO. Led and organized the design and construction of new sugar factories in Uzbekistan (Angren Shakar plant), Iran (Shohadaye), China (Dafeng), modernization of existing sugar factories in the USA (Croswell, Grand East Forks, Drayton plants), many sugar factories in Russia. In 2016-2017 he worked as President of BMA America in Colorado, USA. He supervised the design, repair, automation, and maintenance of sugar beet factories in Michigan, Minnesota, and Idaho and cane sugar processing plants in Florida, Texas, and Louisiana. Experience in direct management of sugar factories, organization and implementation of large-scale reconstructions, production of sugar of the highest quality (KokaKola standard). Experience in organizing the raw material zone of sugar factories, working with farmers, crediting sugar beet suppliers, organizing beet harvesting and delivering it to the plant.
